European Union – Mercosur Association Agreement
On June 28, 2019, the European Union and Mercosur member countries Argentina, Brazil, Paraguay, and Uruguay concluded negotiations on a trade agreement that had been ongoing for more than 20 years. Similarly, on June 18, 2020, an agreement was reached on the political and cooperation pillars, thus concluding the negotiations on the EU-Mercosur Association Agreement.
Historically, trade relations between the two blocs have been very closed. In fact, Mercosur is the only major Latin American trading bloc with which the EU does not have a trade agreement, and where a highly protected economy hampers fair trade.
With this agreement, Mercosur joins the list of EU trade agreements with Latin America, placing it on an equal footing with countries in the region and taking advantage of the opportunities already opened to other states such as Chile, Colombia, Peru, and Ecuador. It will also allow for closer and more developed ties with Mercosur countries.
The new trade framework, which is part of a broader partnership agreement between the two regions, will strengthen a strategic political and economic partnership and create significant opportunities for sustainable growth for both parties, while respecting the environment and safeguarding consumer interests. This will consolidate the world's largest free trade area, with a population of approximately 750 million.
At the European Parliament, we are carrying out extensive work to promote the ratification of this agreement, acting as a link between the authorities and companies of the European Union and Uruguay, as well as strengthening relations with the rest of the Mercosur and regional stakeholders. We are also working to facilitate the implementation of the agreement without generating significant disruptions or differences between the blocs. For this reason, together with the European Union and the Uruguayan Chamber of Commerce and Services, we are implementing the INSPYRAME EU project.

INSPYRAME UE
INSPYRAME UE is a project co-financed by the European Union and implemented by the Chamber of Commerce and Services of Uruguay and the European Parliament to contribute to job creation and improve the competitiveness of MSMEs, with a gender perspective, facilitating the empowerment of women and young people through opportunities arising from the EU-Mercosur Agreement.
The project seeks to train Uruguayan companies across the country so they can access the benefits that signing the agreement will bring in a timely manner.
To achieve these objectives, meetings are organized between representatives of the public and private sectors to develop a document with recommendations for public policies in areas of interest to MSMEs. It also includes workshops focused on business management and workshops that provide information on the functioning of the European market, how to export to Europe, the new terms of the agreement, and how they affect these companies. It also promotes the holding of two EU investment forums in Uruguay.
This project, in addition to the previously stated objectives, will allow business owners to access useful information about the agreement and the current situation in the country following its ratification.
